In the ALE pane of DM-780, if you enter Z66D as the callsign, the ALE pane resolves the country as the Czech Republic.
If you enter Z66D as the callsign in the add ALE of Logbook, the ALE pane requests that the user choose the correct country, either the Republic of Kosovo or the Czech Republic.
QSOs logged using the DM-780 DX country resolution process may be logged with the incorrect DX country.

It's not perfectly clear how countries are "resolved" in the Logbook; maybe this is related to the work being done in Mantis 3001 to revamp the callsign lookup code.
How does this issue related to 3001? Is a specification available that describes how the country of a callsign should be resolved? We can't just say that "it should be the same as the Logbook" because the way the Logbook does it is also broken -- or, at least, being changed -- so I think it's important to be very precise and deliberate in describing the desired behaviour.
